Objectives and work process

The objective is to provide high-quality engineering support during facility pre-start-up, start-up and ramp-up phases.

Work scope:

Study and review of design documentation

Engineering supervision over construction and installation works

Preparatory and pre‑commissioning works

Facility start-up and ramp-up to steady-state process operation

During pre‑commissioning, Company personnel also provide the following services
(if specified in the Contract):

Development of process procedures

Development of operating and maintenance documentation (guidelines for maintenance of equipment, for work stations, etc.)

Development of plans of activities ERPs

Preparation of datasheets for process equipment and pipelines

Pre‑commissioning procedures and job descriptions of our personnel are governed by applicable internal documentation of our Company, i.e. by Company regulations and standards.

The experience of pre-commissioning works at the majority of facilities  shows that one of the most important stages is the design review and analysis, development of the amendments and modifications list based on the analysis results, coordination of such changes with designers and their addition to the final design. As a rule, due addition of such changes to the design documentation improves the operating reliability of the facility, reduces the construction, installation and pre-commissioning period, and, therefore, shortens the facility testing and commissioning period.

Considering all this, the Customers more and more often engage the Company’s specialists to perform the design analysis at early stages, including that at the time of the facility design documentation acceptance  by the Contractor’s specialist.

The Commissioning Department is mainly staffed at 65-85% completion of the construction and installation works at the facility.

As a rule, at the stage of the engineering supervision of the construction and installation works and at the stage of preparation works the servoces are provided as technical assistance, while during individual tests, integrated testing of equipment and facility ramp-up the services are provided under technical supervision by the Commissioning Department specialists.

Adjustment of instrumentation, SCADA and electrotechnical equipment, installation of process piping, metal structures and mechanical works are carried out by our permanent partners, i.e. specialized subcontractors, having highly qualified personnel.

During pre-sommissioning the company’s specialists also perform the following (if included in the Contract):

• Development of technological procedures;

• Development of operating and technical documents (maintenance manuals, workplace guidelines, etc.)

• Development of emergency response plans;

• Issue of technical passports for process equipment and piping.
